　沖縄・石垣島での大規模なリゾート開発をめぐり、開発予定地に生息する国の特別天然記念物カンムリワシを原告に加えた訴訟を、地元の石垣市に住む住民らが15日、那覇地裁に起こした。

　計画では、約127ヘクタール（東京ドーム約27個分）の土地に、10階建てホテルやゴルフ場などを建設する。県が昨年計画を承認し、必要な許認可の審査を進めているが、県が事業者に求めた調査や保全策の一部がなされておらず、環境保護団体が見直しを求めている。

　こうした訴訟は、人間が生物の代わりに自然の価値を主張する「自然の権利訴訟」と呼ばれる。原告は訴状で、貴重な生物が見つかった予定地周辺の自然が破壊されると主張。石垣市が事業者と交わした協定書では、市が一部の土地を無償提供しており、適正な対価のない貸し付けや譲渡を原則禁じる地方自治法に違反するとしている。

　石垣市は「発展にはある程度の開発が必要」と、計画を後押しする立場だ。中山義隆市長は地元経済団体とともに着工に必要な審査を加速するよう県に要請している。（棚橋咲月）

「自然環境との共生を前提に再生可能エネルギー、県内の電力需要相当量の全てを担うということが可能な規模の導入を、これから目指していきます」

宮下知事は、再生可能エネルギー導入の前提については、自然環境との共生、県や地元自治体などの合意、そして、地域経済への貢献の３点を上げました。

また、２０２４年度中に、この共生に関する条例を制定し、陸上風力と太陽光発電については、立地を禁止する区域を検討する方針を示しました。

　対話型生成AIなどで自然言語処理をするためのデータモデル。言葉で質問に答えたり、文章を要約したりできる。あらかじめ数十億語のデータでトレーニングされており、AIが言語を使って自然に応答できる。

　「ChatGPT」などの対話型生成AIサービスで、自然言語を使った受け答えを実現するための言語モデル。事前に大量のテキストデータを使って学習し、特定の言葉に続いて、確率的に登場しそうな次の単語を並べることで文章を作成しており、自然な受け答えを実現している。米グーグルの「BERT」は約33億語、米OpenAIの「GPT-3」は約45TBのデータを使ってトレーニングされている。

　LLM（Large Language Model、大規模言語モデル）は、チャットや文章要約、質問への応答などのサービスに組み込まれて提供されることが多い。また、APIなどを使って連携し、他社製の各種サービスに組み込まれることもある。

　開発で先行する米国企業製のLLMは、学習しているデータが日本語よりも英語の方が多い。そのため、日本語よりも英語で質問した方が回答の精度が高い傾向がある。一方、最近では国内企業による日本語の学習素材を使ったLLMも登場している。米国企業製のLLMよりも日本語の文化的な背景を踏まえた文書作成が可能になると期待されている。

　LLMは、先行する言葉に続く言葉を確率的に選んで並べているだけで、文章の内容を理解したり、何か特定の意図を持って文章を作成したりしているわけではない。LLMが出力する文章は文法的な間違いはなくても、事実とは明らかに異なる内容が含まれることがあるので注意が必要だ。さらに、学習データとして使用するテキストに偏見や差別が含まれていると、LLMが出力する文章にも同じ傾向が反映される可能性がある。

　また、利用者が入力した質問が学習データとして使用される場合がある。文書作成のために入力した個人情報や機密情報が学習されると、ほかの利用者の回答に組み込まれて漏洩することがあり得るので、利用方法には十分注意しよう。

青森県は１２日、再生可能エネルギーの普及と自然環境保護の両立を目指し、大規模開発を伴う再エネ事業への課税を検討すると明らかにした。各地で森林伐採などが懸念されている陸上風力発電を当面の対象とし、年度内に導入の可否を判断する。

６月に就任した宮下宗一郎知事が、再エネ推進と自然との共生を知事選の選挙公約に掲げていた。宮下氏は１２日の記者会見で、県の「共生構想」を発表。「持続可能で共存共栄する姿を描くことが重要だ」と述べた。

森林開発を伴う再エネ事業を巡っては、宮城県で７月、再エネ事業者から県が独自に税を徴収する全国初の条例が成立した。来春までの導入を目指し、総務相と協議している。

青森県の共生構想はこのほか、再エネ事業を禁止するエリアを設定することや、事業者と地域の合意形成を促すための条例整備も盛り込んだ。その上で、県内の電力需要をまかなえるだけの再エネ導入を目指す方針も打ち出している。

滋賀県最高峰の伊吹山でシカによる食害や大雨によってことし７月に土砂崩れが起き、登山道が使えなくなっている問題で、県は斜面の土壌の安定化と植物の復元に向けた対策を行う方針を固めました。
課題となっていた伊吹山の環境保全に向けて県が本格的に動きだすことになります。

伊吹山は日本百名山のひとつで、国の天然記念物に指定されている貴重な高山植物や固有種の群落がありますが、１０年ほど前からシカによる食害で山肌が露出するなどしていました。
県や米原市は住民と協力してシカの食害を防ぐための柵を設置するなどの対策を進めてきましたが、ことし７月の大雨では大規模な土砂崩れが発生し、ふもとから登山できない状態が続いています。
県の関係者によりますと、登山道の復旧工事とは別に、課題となっていた伊吹山の自然環境の荒廃について県が本格的に取り組むことを決めました。
まずは山の傾斜や高低差のデータを解析したり、伊吹山に生息する動植物に配慮した上での山の緑化方法について専門家にヒアリングしたりして、土壌の安定化と植物の復元に向けた対策につなげることにしています。
県は必要な経費６５０万円を盛り込んだ補正予算案を今月２０日に開かれる県議会に提出することにしています。

　国際的な社会奉仕団体「国際ロータリー」の第２７４０地区を構成する佐賀県と長崎県のロータリークラブが１０日、環境美化活動を実施した。「ロータリー奉仕デー」に合わせて、佐賀県内の２２クラブと長崎県内の３３クラブのほとんどが活動を行い、自然や生活環境の保全に協力した。

　佐賀、神埼、多久、小城市内の１０ロータリークラブからは会員や家族ら約２１０人が参加し、東与賀海岸（佐賀市）のシチメンソウ群生地で清掃活動を行った。

　台風の影響で石の隙間に大量に挟まったヨシのくずを拾い、ペットボトルや酒の紙パックなどを回収。午前７時半からの約１時間で、軽トラック２台分のごみが集まった。

　第１グループガバナー補佐の牟田清敬さん（６５）は「他の団体や学校でも積極的に清掃活動が行われ、例年よりもごみが少ない気がした。朝早くから皆で活動するのは気持ちがいい」と話した。父親と参加した寺井心春さん（１０）は「ごみを拾いながら、干潟の生き物も見つけた」と活動を楽しんでいた。（樋口絢乃）

　唐津市内の唐津、唐津東、唐津西、唐津中央ロータリークラブは、唐津市東の浜で合同清掃活動を行った。会員や家族、職場の同僚ら約６０人が参加し、虹の松原が広がる一帯の砂浜で、木片やビニール袋などを拾い集めた。

　先日来の強風、しけで波打ち際には木くずなどが大量に打ち上げられ、会員らは強い日差しの下で汗を流した。今回、事務局の唐津ロータリークラブ・山下正雄会長は「年一回、みんなで力を合わせてやっている。クラブ間の親睦を深める機会にもなれば」と話した。（松田毅）

　２１人が参加し、中心商店街「スカイロード」一帯で道路脇や植え込みなどのごみを拾い集めた。約１時間の活動で、たばこの吸い殻や空き缶、プラスチックごみなど１０袋分を回収した。

新アウトドア観光 県の補助金に３事業採択 自然を最大限活用｜NHK 山口県のニュース - nhk.or.jp

山口県の豊かな自然を最大限に活用した新たなアウトドアの観光コンテンツを開発するため県が設けた補助金に３件の事業が選ばれ、１１日採択書が手渡されました。

山口県は、豊かな自然を生かして観光客を呼び込もうと、県が行う観光関係の予算としては破格の１億円を上限とした新たな補助金を設けて独創的なアイデアを募り、応募のあった２３件のうち３件の事業が採択されました。
県庁で開かれた採択書の交付式で、村岡知事は「山口県の豊かな自然を最大限にいかしたツーリズムを創出し、飛躍発展を図ることが大変重要だ」と述べました。
このうち９０００万円が補助される山口市の「アム合同会社」は、秋穂二島半島に中国・九州地方で初となる最高級のグランピングリゾートを来年度に開業する計画を紹介しました。
また、５９００万円が補助される周南市の金鋼石有限会社は平生町にサウナやクルージングなどを楽しめる複合施設をつくる計画を示しました。
村岡知事は「どれもすばらしい企画で期待している。新しい人の流れをつくることにつなげていきたい」と話していました。
アム合同会社の顧問を務める中光えりやさんは「山口県の観光を担っていくためしっかり進めていきたい」と話していました。

岡山県真庭市とNFTを活用した自然・文化の保護及び持続可能な利用に向けた取り組みを開始 - PR TIMES

取組開始に伴い、第１回目となる真庭市におけるフィールドワークを8月に実行しました。フィールドワークにおいては、真庭市においてNFTと相性の良い自然資源・伝統文化・食品等の調査研究を中心に行いました。

【取り組みの概要】

今回の取り組みは、2023年5月に真庭市によって実施された「NFTを活用した地域資源活用事業実施業務」の公募プロポーザルによって採択されたものになります。

第一回目のフィールドワークを経て、NFTの活用方法として主に真庭市特有の自然・文化を保護し、持続的な利用ができる仕組み作りという方向性で今後ICHIZEN社と真庭市では企画を策定していきます。

【真庭市とデジタル技術の愛称】

真庭市には蒜山をはじめとした雄大な自然が広がっています。

全国的にも珍しい蒜山地域の美しい草原や草原の景観・生態系を守る役割でもある伝承されてきた山焼き、フサヒゲルカミキリやサクラソウといった希少な自然資源が多くあります。

国指定重要無形民俗文化財にも指定されている「大宮踊り」とシリゲ（切り絵）や、がまを原料とした全国唯一のがま細工など様々な文化財など、9つの町村が合併して出来た真庭市だからこそ地域によって特色があり、同じ市内ながらも多様な文化が真庭市にはあります。

真庭市ならではの自然資源・文化資源をNFTやメタバースなど、新しいデジタル技術を用いて保全し、持続的に利用できるよう仕組みを整えていきます。

今後10月と12月にもフィールドワークを実施する予定です。

水利権買い自然保護 オーストラリアで河川の流量確保 - 日本経済新聞

オーストラリアで生物多様性保全や自然資本の増強のための画期的な政策が浮上している。連邦政府が灌漑（かんがい）用の水利権を買い取って、河川の流量を確保するとともに流域の自然を保護しようとするアプローチである。

8月22日、連邦政府のタニヤ・プリバセック環境・水資源相はニューサウスウェールズ州、南オーストラリア州、クイーンズランド州、オーストラリア首都特別地域の各政府と「マレー・ダーリング流域の将来を保証する協定」の締結について合意に達したことを発表した。

大陸の7分の1

マレー川（約2530キロメートル）、ダーリング川（約2740キロメートル）、マランビジー川（約1690キロメートル）およびこれらの川の支流やクリークによって構成されているマレー・ダーリング川流域は、オーストラリアの南東部の約106万平方キロメートルにおよび、大陸全体の約7分の1に相当する。

流域には230万人以上が居住する。また同国の主要な農業地帯であり、同国の生産の4割を占める。特に米生産のほとんど、ブドウの生産の74%、乳製品生産の30%を同領域が担う。同時に、この流域には、約3万の湿地があり、16のラムサール条約湿地リスト登録湿地が含まれているという。

この流域では、周辺の乾燥した土地での農業による水需要が旺盛であり、河川の水を利用した大規模な灌漑によって、農地が切り開かれてきた歴史を持つ。かつてこの流域の農地は、決して水不足の問題は起こらないと言われたほどであった。

しかし、大量の水が農業用に使用されることで、河川の流量が減ってきた。水の塩分増加、アオコの発生が顕在化した。水位の低下は、酸性硫酸塩土壌を露出させ、ブラックウオーター（水が黒くなる）現象がより頻繁に発生するようになった。

流域の魚や鳥、哺乳類は徐々に減少した。少なくとも20種の哺乳類がすでに絶滅し、流域の魚種の約半数で保護が必要だとしている。

気候変動で水量減少

そこに、気候変動の影響が拍車をかけている。2001年から09年にかけてのミレニアム干ばつでは、アデレードなど下流域周辺の住民は、飲料水の供給が脅かされる事態に直面した。17年から19年も、流域でこれまで記録された中で最も暑く、最も乾燥した3年間となった。

足元では状況は緩和されている。だが、20年に公表された報告書は「特に南部盆地の冬から春にかけての降水量が減少しており、その原因の一部は人為的気候変動にある」「こうした、降水量減少は、河川に流れ込む水量と河川流量の減少として増幅される」「流域では気温が上昇しており、これは将来も続く」と分析している。

こうした状況に国も手をこまねいていたわけではない。連邦政府は07年に水道法を制定すると当時に、マレー・ダーリング流域庁を設置して統合的な流域管理を担わせることにした。12年になると、最初の流域管理計画が策定された。

十分な水が河川系に残るように規則を定め、節水のためのプロジェクトを措置する。河川から取水できる水の量に制限を設けて、水利権として利用主体に割り当てて水利権の売買も可能にした。

灌漑への水の割り当ては、直近の降雨量とダムの貯水量に基づいて行われる。ただ、深刻な干ばつが発生した場合、飲料水や衛生などの「人間のニーズにとって重要な」水が優先され、灌漑への水の割り当ては削減される仕組みだ。

ただ、こうした仕組みによっても、水不足の事態は緩和されるに至らなかった。湿地や生物多様性が失われていく状況に歯止めがかからない。そこで、冒頭に紹介した「連邦政府が灌漑用の水利権を買い取って、河川の流量を確保するとともに流域の自然を保護する」という政策が実行に移されようとしている。

政府が利用権利を購入

この政策が画期的だと考えられるのは、水もしくは河川流域という自然資本を利用する権利を、関係者に設定した上で、政府が財政支出により権利を購入して自然保護を図るという点にある。従来の自然保護は政府が保護区域を指定して一定の行為を禁止するか、私有地を買収して公園などにするか（行為の規制か公有地化）が主流だった。

環境保全と対立関係にある経済活動を、無償もしくは有償で一律に停止させてしまうことはしない。必要コストを上昇させるかたちで経済活動を抑制しつつ、環境保全を前進させようとするのが、今回のアプローチである。

水利権価格が上昇する多くの農家にとって、新政策には当然反対ということになる。だが取水を制限されたり、耕作が禁止されたりする強硬な措置に比べれば、仮に耕作面積を縮小しても水利権を売却することで得られる収入は一定の補償あるいは減反の報奨金としての意味を持つ。そのため受け入れ意向を示す農家もあるという。

世界では22年12月、新たな生物多様性に関する世界目標である「昆明・モントリオール生物多様性枠組み」が採択された。30年までに陸域と海域の30%以上を保全する目標が掲げられた。ただ、目標は人々や企業の自発的行為によって達成されるとは考えにくい。何らかの政府の介入や公的関与が不可欠であろう。

他方で私有財産権を前提とする限り、政府が一気呵成（かせい）に私権を無償で制限することはできない。自然保護もしくは生物多様性保全のための有効な政策手法を早急に構築しなければならない理由はここにある。

オーストラリア連邦政府のアプローチは、そのひとつの試みとなろう。各州との協定に基づき、政策が実現するためには、連邦議会で関連法案が可決成立する必要があり、9月中には法案が提出される見通しといわれる。その成り行きに世界の注目が集まっている。

●まるで『トム・ソーヤーの冒険』の世界観？

　プライベートヴィラ「by the river Isumi」の経営者である阿出川潤さんは、同市にてサーフショップを営みつつ自身もサーフィンやSUPほか、さまざまなマリンアクティビティのインストラクターを務める、いわば「水遊びの達人」。

　ハワイへのサーフィン留学経験もあるほか、知る人ぞ知るサーフィン業界の有名人です。

　今回、自身が生まれ育ったいすみ市のネットワークを活かし、「水遊びの面白さと、いすみ市の美しい自然環境を体験できる場所としてプライベートヴィラを作りました」と話します。

どの部屋からも雄大な夷隅川が見える

　さっそく一棟貸しのヴィラに入ると、薪ストーブのある広いリビングに目が行きます。そこから広がるオープンキッチンは、家族で借りた際にコミュニケーションがとりやすいよう設計。食事などの用意はありませんが、自由にキッチンを使えるようになっています。

　吹き抜け構造になっている2Fに上がると、9畳ほどの広さの気持ち良いスペースが広がり、こちら使い方は自由。布団を敷いて寝るもよし、子どもの遊び場にするもよし、テンションの上がる場所になっています。

　そして、どの部屋からも見えるのが広大なウッドデッキと、わずか10ｍほど先を流れる雄大な「夷隅（いすみ）川」。「デッキから見える一本の大きなシンボルツリーに一目惚れして、ここでプライベートヴィラを始めました」という阿出川さん。もちろん登ったりするのは禁止ですが、まるで『トム・ソーヤーの冒険』のような世界観に引き込まれます。

「木には登れませんが、川には入れますよ」と言う阿出川さんの言葉に引かれ、さっそくリクエスト。そう、川遊びの達人にレクチャーしてもらいながら夷隅川を楽しめるのも、このプライベートヴィラの魅力なのです。

●千葉・いすみ市の大自然をアクティビティで体感

　さて取材班一行は、阿出川さんのレクチャーを受けていざSUPに挑戦。こうした遊びの相談は、予約時にいろいろとリクエストをすれば相談に乗ってもらえるとのこと。SUPしながらのフィッシングや、川だけでなく周辺の農園見学や、昆虫採集など、いすみ市の大自然を丸ごと体験できるようになっています。

　つまり阿出川さんはネイチャーガイドでもあり、「自分の生まれ育った土地のすばらしさ」をサービスとして提供していきたいと話します。

阿出川さんによるアクティビティのレクチャーも

　たしかに話の通り、都心からわずか90分ほどでここまで雄大な自然が体験できるかと思うほどSUPは大盛りあがり。取材タイミングが初夏でもあり、もはや我慢できず川に飛び込む者も続出。

　川の流れはゆるやかで、何もしなければ下流に流されますが、万が一の場合も考え阿出川さんが常に最新の注意を払ってくれています。

「僕も昔はこの川でうなぎや魚を獲って遊んでいました」と、夷隅川の豊かさを聞きながら川を登ったり降りたりすること約30分。すっかりリラックスできて、ほどよく疲れも感じはじめます。

徐々にSUPにも慣れてきた取材陣

　そこで阿出川さんから次のアクティビティの提案が。

「まだ日本では多くありませんが、海外のサーファーを中心に注目されている『フォイルサーフィン』をやってみませんか？」とニヤリ。

　一行は「？」と思いつつも、全会一致で「やってみたい」と返答すると、クルマで海辺に移動することに。さてフォイルサーフィンとは？
